Presidential Policy Directive 21 (PPD-21) identifies the Energy Sector as uniquely critical because it enables all critical infrastructure sectors and, with more than 80 percent of the energy infrastructure being privately owned, America’s energy sector fuels the transportation industry, electricity to households and businesses, and other sources of energy that are integral to stability of a productive nation.

Each sector has a unique set of characteristics and risk landscape through identity assurance and physical access control systems (PACS) are that universal throughout, and the Energy Sector-Specific Plan details how the National Infrastructure Protection Plan risk management framework is implemented within the context of the unique characteristics and risk landscape of the sector. The Department of Energy is designated as the Sector-Specific Agency for the Energy Sector.
